CQC 2026 Improvement Plan: What Care Providers Should Prepare

CQC has set out its improvement plans for 2026, and care providers should pay attention.

The regulator says it is working to rebuild how it operates, improve provider registration, tackle backlogs and deliver more assessments. It is also reviewing its assessment framework and planning further guidance for providers.

For care providers, this is not just a regulatory update. It is a reminder that inspection readiness, governance and evidence need to be kept up to date throughout the year.

What has happened?

CQC has said it is making changes to improve the way it regulates health and adult social care services.

Its plans include improving registration, increasing assessment activity, redesigning the regulatory process, testing new assessment approaches and improving digital systems.

CQC has also said it is on track to meet its target of 9,000 assessments by the end of September 2026.

That means providers should expect a more active regulatory environment.

Why does this matter for care providers?

Many care providers work hard every day, but inspection outcomes often depend on whether that work can be clearly evidenced.

It is not enough to say that a service is safe, caring or well-led. Providers need records, audits, action plans, policies and governance evidence that show this in practice.

If CQC is increasing assessment activity and changing parts of its regulatory approach, providers should not wait until they receive contact from the regulator before getting organised.

The strongest position is to be ready before the pressure arrives.

What should providers review now?

Care providers should start with the basics.

Review your policies and procedures. Are they current, accurate and matched to how your service actually operates?

Review your care records. Do they show person-centred care, risk management, consent, safeguarding awareness and responsive support?

Review your governance evidence. Do you have regular audits, management meetings, action plans and follow-up records?

Review your staff files. Are recruitment checks, training records, supervision and competency evidence complete?

Review complaints, incidents and safeguarding records. Do they show learning, action and improvement?

Review your quality assurance process. Can you show how you monitor the service and act when something needs to change?

Why evidence matters

For many providers, the problem is not that they are doing nothing. The problem is that the evidence is scattered, outdated or unclear.

This can make a service look less prepared than it really is.

Good evidence should be easy to find, easy to understand and linked to clear actions. If an audit identifies a problem, there should be an action plan. If there is an action plan, there should be follow-up. If something has improved, there should be evidence of the improvement.

That is what strong inspection readiness looks like.

What new providers should consider

If you are applying for CQC registration, this update also matters.

CQC has said it is working to improve the registration process and tackle backlogs. That does not mean applications will become easy. It means providers should prepare properly so their application, documents and operating model are clear from the start.

New providers should review their statement of purpose, policies, governance structure, staffing plans, safeguarding processes, quality assurance systems and evidence of readiness.

A weak or incomplete application can create delays, questions and avoidable pressure.

What existing providers should do next

Existing providers should treat this as a good time to complete a readiness review.

Ask yourself:

  • Are our documents up to date?
  • Can we evidence good governance?
  • Are our audits meaningful?
  • Do our records show safe and person-centred care?
  • Are our managers confident explaining the service?
  • Do we know our risks?
  • Are our improvement plans clear?
